Inessa Ba
2026-2027 Obama Foundation Africa Leader

Vice President and Regional Director for West and Central Africa and Country Director for Burkina Faso, Clinton Health Access Initiative (CHAI)
Burkina Faso
Inessa Ba is the vice president and regional director for West and Central Africa at the Clinton Health Access Initiative (CHAI),where she oversees a portfolio of six Francophone programs spanning Benin, Burkina Faso, Côte d’Ivoire, the Democratic Republic of the Congo, Mali, and Senegal. In this role, she works alongside country leadership and Ministries of Health to strengthen health systems, drive programmatic excellence, and position the region for long-term sustainability. In her concurrent role as Country Director for Burkina Faso, Inessa stewards national reforms in health financing, digitalization, and community health in one of the world’s most complex operating environments. Continuing to shift the narrative from aid dependency toward national agency, her work empowers local experts to design and deliver resilient, data-driven health services. Inessa sees government institutions as partners, not obstacles, and approaches change with a clear understanding of what sustainable reform actually looks like in the public sector.
