LeAaron Foley is the Head of Government and Community Relations for the U.S. Central Region at Lime where he leads a team that advocates for affordable, carbon-free shared mobility. His model leverages private sector resources to directly address structural transportation gaps across historically disinvested neighborhoods. By collaborating directly with grassroots advocacy groups, he designed a citywide pricing equity framework for scooter access that provides automatic 50% fare reductions for rides starting on Chicago's South and West Sides. This policy intervention achieved scale, with South and West Side residents accounting for over 43% of Lime's six million citywide trips in 2025 and generating localized transit data to advocate for safer street infrastructure. Through the Scholars program, LeAaron aims to develop an action plan to launch a community-sourced think tank and deploy organizers to design a public-private framework that maps the economic opportunity of Chicago's 40,000 vacant lots as a way of empowering residents to invest in their own neighborhoods and take agency over their community's development. Raised in Chicago's southern suburbs and currently residing in the city's Woodlawn neighborhood, he deeply cares about accelerating this shift and plans to use the program's interdisciplinary approach and systems curriculum to position his leadership from managing localized policy approaches to building resilient, cross-sector coalitions capable of driving municipal change at the systems level.
