Juan Carlos Monterrey Gómez is the first special representative for climate change of the government of Panama and vice president for Latin America & the Caribbean on the Bureau of the UN Climate Change COP30 & COP31. He leads Panama’s climate & nature policy both domestically and internationally, serving as head of delegation in negotiations under the UN conventions on climate change, biodiversity, desertification, and the Intergovernmental Plastics Treaty and as national focal point for the Green Climate and Adaptation Funds. In 2025, Monterrey was part of the TIME100 Climate (Opens in a new tab) list.
