MBK Framework - Shared Accountability, Data and Measurements of Success
MBK Communities share and use data to make decisions, improve practices, and track progress to accelerate outcomes for boys and young men of color. Communities use data to address underlying problems, address what is working and not working, and modify their strategies and approaches accordingly.
Action Steps
Make the results of the BYMOC assessments publicly available.
Implement community feedback mechanisms – provide opportunities for ALL community members to provide input and name qualitative measures of success
Develop a community advisory board with representatives who speak out and engage within partner meetings and hold the chapter accountable for enacting policies that improve the outcomes for BYMOC
Create a mechanism for community memebers and coalitions to provide real-time input and feedback about BYMOC outcomes and progress. Partners create public facing platforms for access to MBK program information and for feedback
Community members / coalitions hold the city accountable for enacting policies that improve the outcomes for BYMOC
Recomit to the BYMOC work: Partners / stakeholders recommit and continue to ask: Is everyone at the table? Is anyone missing? Who are they, and how do we get them engaged?
Create a comprehensive data management system – develop protocol for how will data be collected, what agencies or officials can lead the effort in gathering data and producing a report, how often will data be collected and shared?
Identify indicators [*metrics] that are key to determining success for BYMOC
Conduct an initial assessment of data collection to determine that data is or can be disaggregated by race and ethnicity
Develop a plan for collecting and disaggregating data by race and ethnicity where it may be missing
Analyze data for patterns of disparities for BYMOC
Select and use data platform [EIP] to analyze and publish disaggregated municipal data
Use the Equity Intelligence Platform (EIP) or a similar platform
Partners use a real-time data platform with longitudinal and disaggregated data that is integrated across services
Create a standard data reporting approach for identified population level data
Create real-time updates and user alerts when new data becomes available
Offer attractive visualizations to assist in presenting and sharing the information
Incorporate historic baseline data at the program and population level
Provide predictive analytics and an early warning system to illustrate where intervention can improve life-course outcomes for BYMOC
Present data for comparisons purposes; disaggregated by race, age, gender, and geography
Provide filters to allow customized access to data based on privacy permission
Operate on “Open Source” software that is easy to use and accessible to developers to build local customizations
Build data sharing capabilities within and among programs and agencies and create integrated data views
Build an integrated client view to support case management for authorized users
Develop a culture of continuous improvement: Focus on the performance and outcomes you will see as a result of the work. Specify program outcomes, community level outcomes, process outcomes, and benchmarks of success
Arrive at a shared understanding (acceptance of facts) across sectors of key indicators [*metrics] revealed by data
Define and establish benchmarks of success for BYMOC improvements
Based on benchmarks, partners decide, by formal agreement, where to dedicate time and resources to achieve established BYMOC benchmarks. [Set deadline / time specific goal
Collect and communicate real-time data across sectors in a way that demonstrates shared accountability for results
Develop a shared protocol for collecting, reporting, and evaluating disaggregated data about BYMOC outcomes among the local network
Convene partners regularly to make group decisions regarding policies and systems change with high levels of engagement from BYMOC based on the disaggregated data
BYMOC have decision making power, and formal voting rights at all gatherings with partners about next steps to address outcomes for BYMOC
Decide on an evaluation process (*external evaluator?); define goal of what should be evaluated and type of evaluation
Conduct program evaluations annually
Analyze and present results of the performance evaluation to stakeholders / partners
Collectively determine next steps, based on evaluation outcome
Re-evaluate and reassess the data driven decisions partners have made and continue to track BYMOC progress
Share successes, challenges, and next steps with community to demonstrate commitment to transparency and continuous BYMOC work
