Katie Freakley

Katie Freakley is the executive director of human resources for Frederick County Public Schools (FCPS), a public K12 school division in Virginia’s Shenandoah Valley. FCPS works to build an educational community that nurtures all learners to realize their dreams and aspirations. Katie leads the human capital management efforts for FCPS, focusing on attracting and retaining top talent to best serve the needs of students. Katie is passionate about advocating for quality public education in rural America and cultivating a culture of inclusivity within school communities by deepening understanding around diversity, equity, inclusion, and belonging.
