Milton Cabral is the director general for telecommunications and digital economy, within the Ministry of Digital Economy of Cabo Verde. His work focuses on leading national efforts in digital transformation, telecom regulation, and startup ecosystem development. He is a co-founder of Cabo Verde Digital and the $20M Digital Cabo Verde Project with the World Bank, bringing over a decade of experience in public sector innovation. He previously led the UI/UX division of a Cabo Verde government agency advancing transparency through platforms like the Electoral Results System. With a background in Systems Engineering and multiple executive training in digital policy, his efforts aim to support Cabo Verde as it transitions from a digital consumer to a digital creator.
